Regional news often provides early warning signs of rapid social, political, economic or physical change that can lead to unstable situations. The accompanying institutional instability can also aggravate already precarious hydropolitical issues. Potential flash points of hydropolitical vulnerability should be detected early to allow mitigation and preemptive measures.
Key indicators include:

• Proposals for future hydro-projects (rapid geopolitical change due to physical change)
• Nationalist movements (rapid political change through nationalization of a river basin or aquifer)
• Institutional capacity (presence or absence of a treaty, commission or international initiative to mediate conflict)
